Sheff Wed Deals with Serious Challenges, States Independent Regulator

'We will play a key role in football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's current difficulties represent a a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the regulator has announced.

During an extensive discussion, Kogan, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations associated with the South Yorkshire club this week.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on several different times, including in September.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the chairman stated.

"The club represents one of the iconic names for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and acted upon."

Economic Challenges and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months caused limitations by the league officials in summer, blocking the team from conducting any transfers or loans for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has been part of their lives in multiple situations.

"I have absolute sympathy for the team's plight, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the authority might compel an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is begin intervening in an specific team, an specific proprietor, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the regulator explained.

"But the truth is, when you examine the past of football, over the last 20 or 30 years there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and stated it constituted a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has been channeled for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in 2020.

The 68-year-old contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any sort of politics."
